Go to Settings->Date & Time, Uncheck the two boxes which say "Automatic date & time" and "Automatic time zone". You will now be allowed to set date manually. Change the date to anything in past. For example, just change the year to 2010 or 2012. Come to home screen, Again go to Settings-> Date & Time Now check both the boxes we unchecked earlier. Time would be automatically updated and "Set time" field would be disabled now, Try downloading the app from Play Store
If the above methods doesn't work for you, try removing the Google accounts of the phone, then cancel all syncs. Then sign back into your Google account and sync.
